My friend cannot get notifications

I succeeded with sending notifications to my phone (with the right API-key and everything), but when I asked my friend to download my app (from the email with the APK-file) to try if it worked for him as well, it didn't. I don't see him registered on either Airbop or Firebase. On his phone in my apps settings, he cannot even enable notifications or Usage Data. At the same time, it says in the settings of the phone itself that notifications ARE enabled.

I wonder why this is: why didn't he get asked if he allowed notifications when first opening the app? Why can't he even enable notifications now? How do I know that I will be able to send notifications once I publish my app on Google Play if it doesn't work now?
